The Board will function most effectively by following some fundamental rules, including.

  1. The Chair presides over all regular meetings and makes all procedural rulings. Members may speak only when recognized by the Chair. The Chair should attempt to allow all members who wish to address a question to do so.
  2. If one or more members disagree with a procedural ruling by the Chair, they may appeal the ruling, and the Board will vote on the appeal.
  3. When an action item is being considered, the Chair shall receive a motion and a second, with discussion following. Only Board members and the Superintendent (in his/her advisory and informational capacity) should participate in the deliberation except when the Chair invites other individuals to participate.
  4. The Chair determines when discussion is concluded and calls for a vote. A Board member may also make a motion to conclude by stating “I move the question.” This motion must be seconded and then voted on by the Board. In either case, the Chair should then call for a vote, which should be recorded by the Superintendent or his designee.

In matters of procedure not covered by these policies, Robert’s Rules of Order shall govern.
